Anne-Marie Kuiper

Anne-Marie Kuiper is Chief Strategy Officer at OIC of America, where she leads the front-end development of the organization’s national strategy to expand economic mobility through employer-aligned workforce solutions. She focuses on research, concept development, and strategic design—shaping new approaches that connect training providers, employers, and low-income adults to address critical labor shortages, particularly in high-demand sectors such as construction. She partners closely with the executive team to define and advance the organization’s national direction.

With more than 15 years of experience in workforce development and a Ph.D. in Human Resource Development from the University of Minnesota, Dr. Kuiper brings deep expertise in translating labor market demand into actionable strategy. Her work centers on driving systems change—aligning funding with outcomes, strengthening employer engagement, and ensuring training efforts lead to measurable results in placement, retention, and long-term wage growth.
