OICA is hiring a Program Coordinator to help ensure programming under OICA’s national re-entry program, SOAR, is operating in alignment with best practice models, federal regulations, and funder contracts. He/she works directly with executive leaders, program managers, and frontline staff.
RESPONSIBILITIES:
1. Financial Review
· Acquire a good understanding of the allowable and unallowable expenses associated with the grant.
· Collect and review monthly financial reports to ensure all expenses are allowable and reasonable.
· Assist affiliates with budget development and modification.
· Read and interpret financial statements.
2. Program Liaison
· Interact with affiliate leadership and staff to obtain regular program updates.
· Direct TA requests to relevant OICA staff.
3. Program Performance and Outcome Monitoring
· Remain current on best practices in workforce development and re-entry.
· Review monthly program reports to ensure program objectives are met.
· Ensure fidelity of service delivery is aligned with the program model.
· Coordinate with OICA and affiliate staff to develop interventions for poor performance.
· Collect and review curriculums for training tracks and other program materials from affiliates.
· Travel to perform on-site reviews.
· Assist in the development of Policies & Procedures for affiliates.
4. Contract administration
· Review contract templates to ensure appropriate language is in it to protect OICA and to hold the parties accountable to the requirements of the grant.
· Monitor the progress of each organization against its contractual obligations outlined in the respective contract.
5. Regulation alignment
· Review federal contracts and identify all legislation and regulations which govern the contract.
· Be able to translate regulatory and legislative language to program staff.
· Acquire a good understanding of the allowable and unallowable expenses associated with the grant.
QUALIFICATIONS AND SKILLS:
The ideal candidate will be a fast learner with some background or experience in financial reviews, book keeping, program administration, quality assurance, contract administration, and performance monitoring. He/she has a graduate degree in law, finance, or the social sciences and one year of relevant work experience. Combinations of educational attainment and relevant experience will be considered. He/ she is detail oriented and able to conduct research and craft policy and procedure language. The applicant must be a team player and self-starter who works well in a team and understands the importance of taking initiative.
